Procurement Package Manager (Railway Systems)
The Procurement Package Manager supports the head of procurement with all railway system package and bring the contracts and consulting services contracts to the market and support the Employer in signing the contracts. In partnership with the Employer, the Consultant undertakes all tasks relating to bidding documents, tendering, and getting contracts to effectiveness. This role specifically focuses on the Railway Systems Contract including Depot, Workshop Equipment, Signalling, Communications, Power Supply, SCADA and System Integration.
Key Responsibilities
Bring contracts and consulting services contracts to the market and support the Employer in finding, evaluating and signing supply and contacting contracts
Prepare Employer Requirements and cost estimates for supply works and design & build packages as well as Terms of Reference for consulting packages
Develop Prequalification Documents and assist employer during prequalification periods and evaluations
Develop Request for Proposal Documents including detailed criteria and the scoring system for evaluations
Assist the Employer during bidding periods bid evaluations and pre-award discussions
Prepare Contract Documents for all packages to ensure they reach effectiveness
Qualifications and Skills
Bachelor’s degree or higher in a related Engineering or Management Field
Experience
5 Years of Experience in Task-Related Fields
3 Years of Experience in Urban Transport Projects in SEA and/or Indonesia
English Language Proficiency
Native Speaker / TOEFL >= 80 / IELTS >=7.5 / TOEIC >= 850 / CEFR: C1 or better
